1. Purpose and Objectives

The policy provides the framework within which parking is regulated on University campuses and sites.

The University of Queensland Act 1998 authorises the control of traffic and parking on University land, according to the scheme approved by Senate.

The paid parking scheme was developed to manage demand for parking on University sites. The scheme provides safe parking for staff, students and visitors.

2. Definitions, Terms, Acronyms

authorised person -  as defined in Schedule 2 of The University of Queensland Act 1998

official traffic sign – as defined under the Transport Operations (Road Use Management) Act

owner – as defined in Schedule 2 of The University of Queensland Act 1998

park (parking, parked) - as defined under the Transport Operations (Road Use Management) Act

site - includes any land which for the time being is the property of the University or in its possession or under its control, together with any structure whether permanent or temporary on that land.

valid permit -  a current permanent or temporary permit which allows the vehicle in question to be parked in the relevant area, zone or space at the relevant time.

vehicle - as defined under the Transport Operations (Road Use Management) Act

zone - a place or places on a site set apart as a parking zone by the Vice-Chancellor or delegate.

3. Policy Scope/Coverage

This policy applies to anyone who parks on University campuses or sites.

Salary package vehicles, despite being purchased or leased by the University, are considered to be vehicles privately owned by the user (owner) for the purposes of parking.

University-owned vehicles that do not carry the University logo, but which are used by individuals to drive to and from work, are also considered to be private vehicles, and the person to whom they are allocated is required to purchase a parking permit.

University funds cannot be used to purchase parking permits or to pay parking fines.

4. Policy Statement

The Vice-Chancellor is authorised by Senate to prescribe parking fees and charges for parking, parking areas and official traffic signs.

Provisions for the enforcement of traffic and parking regulations are included in The University of Queensland Act 1998 and the State Penalties Enforcement Act 1999. Infringement notices are issued and penalties attached to those infringements are listed in the corresponding section in the State Penalties Enforcement Regulation 2014.

The Chief Operating Officer provides governance for the University in relation to parking, traffic flows, public transport, cycling, bicycle storage, road safety, general campus access, disability access, planning for the development of future parking and the upgrading of current facilities.

The University established a paid parking scheme based on a system of permits on the majority of University campuses and sites. The paid system only applies during regulated hours. The purchase of a permit does not guarantee a parking space will be available.

The University does not accept any responsibility for the (i) loss or damage to any vehicle; or, (ii) loss or damage to any article or thing, in or upon any vehicle, or for any injury to any person, howsoever such loss, damage or injury may arise, including by way of negligence by the University.

Vehicles must park within marked bays.

These procedures detail the permit and paid parking scheme by which the University manages the parking system on University campuses and sites.

The scheme provides a uniform system for the administration and management of parking infrastructure.

3. Procedures Scope/Coverage

These procedures apply to anyone who parks on University campuses or sites.

Paid parking applies on the St Lucia and Herston campuses between 7:00 am and 9:00 pm; and at the Ipswich campus and Turbot Street site between the hours of 7:00 am and 6:00 pm. UQ Gatton campus does not have a paid parking scheme but does have a permit system. The Paid Parking Scheme applies at the PACE site 24-hours a day, 365 days a year, including examination periods and vacations. Variations to these times can be authorised by the Chief Operating Officer.

Relaxation of rules applies after 5:00 pm each weekday where vehicles displaying a valid permit or ticket may also park in all non-restricted parking zones.

Queensland Traffic Regulations apply 24 hours a day, 365 days a year. The speed limits on campus provide major safety benefits, and are enforced by Queensland Police. All roads and parking areas are suitably signed.

4. Procedures Statement

The parking scheme is regulated by the University of Queensland Act 1998 Schedule 1 and by the State Penalties Enforcement Regulation 2000, Schedule 4 Part 4.

5. Paid Parking Scheme

5.1 Permit parking

Permits are available for full-time and part-time University staff. Permits are also available for retired staff, honorary, adjunct, and emeritus professors, motorcycle parking, and off peak parking. In some instances complimentary parking may be authorised by the Chief Operating Officer.

Permits must be displayed on the left hand side of the windscreen and be clearly visible.

Photocopies, facsimilies or any type of copy of a permit are not authorised for use.

5.1.1 Service and maintenance parking

Parking bays are reserved for service and maintenance vehicles. All vehicles that use these spaces must display a service and maintenance permit that is issued by The University of Queensland, or must be a clearly marked courier vehicle or marked with the UQ logo.

UQ decal or plated vehicles are authorised to park in service and maintenance bays.

PLEASE NOTE: some service and maintenance bays are limited to two hours.

Contractors and sub-contractors who work on building sites or major refurbishment projects are not entitled to purchase a service and maintenance permit and may not park in service and maintenance parking bays, but need to purchase a casual parking ticket valid in the zone in which they park.

5.1.2 Special needs parking

The University of Queensland acknowledges that a range of circumstances exist where people may require special consideration with regard to parking on University campuses.

5.2 Casual parking

Casual parking refers to all non-permit parking zones using pay and display machines. This parking is available for staff, students and visitors.

Pay and display tickets must be displayed on vehicle and must be clearly visible.

5.3 Loading zones

Loading zones are provided only for the loading and unloading of goods and equipment.

5.4 UQ decal or plated vehicles

UQ Decal or plated vehicles are authorised in:

  • Service and Maintenance Bays
  • All-Day zones (all campuses and sites)
  • P11 Conifer Knoll Carpark, Level 1, Restricted Zone

When the vehicles are parked in the short-term or long-term zones the driver is required to pay the requisite zone fee.

6. Regulation of Paid Parking Scheme

Infringement notices are issued by handheld ticket issuing devices.  The list of infringement penalties, the process for appealing an infringement and payment of penalties can be found on the Parking at UQ website.
