1. Purpose and Objectives

The University of Queensland is committed to recruiting, supporting, developing and retaining staff of the highest calibre. To achieve this, the University has an equitable, competitive and timely approach to the recruitment and selection of its staff.

2. Definitions, Terms, Acronyms

Authorised Officer – the officer authorised to exercise the relevant HR power or function in accordance with the HR Authorisation Schedule

Qualification Standard – Australian Qualification Standard. See http://www.aqf.edu.au/.

3. Policy Scope/Coverage

The policy applies to all continuing positions and fixed-term position of longer than 12 months and must be applied in conjunction with the Professional Staff Recruitment by Exception Strategy. In the event of any inconsistencies, the Professional Staff Recruitment by Exception Strategy will apply.

4. Policy Statement

The University’s principles of recruitment and selection are to:

  • maintain open competition, on the basis of merit applying the principle of achievement relative to opportunity, to appoint the best candidates;
  • adhere to principles of equity and equal opportunity for all candidates;
  • encourage members of employment-disadvantaged groups to consider employment with the University;
  • represent the community UQ’s serves in its staffing profile;
  • treat all candidates equitably, with respect and courtesy;
  • ensure that selection procedures are efficient and effective; and
  • maintain applicant confidentiality.

The University of Queensland is committed to an equitable, systematic and consistent approach to recruitment and selection in order to attract, select, and retain the most capable staff through open competition on merit. Application of the principle of achievement relative to opportunity is a positive acknowledgement of what a person can and has achieved, given the opportunities available. All stages of the recruitment and selection process must conform with the provisions of various Acts of Parliament. This policy applies to every stage of the recruitment and selection process, that is, vacancy, applications and short-listing, selection and appointment. However, a recommendation and justification to invite a candidate to apply for a position without advertising may be made to the Authorised Officer for consideration and approval.

5. Teaching Staff

In line with the Higher Education Standards Framework, the University is committed to recruiting teaching staff who are appropriately qualified in the relevant discipline for their level of teaching (qualified to at least one Qualification Standards level higher than the course of study being taught or with equivalent professional experience).

6. Recruitment and Selection Manual

Guidelines to assist staff with the implementation of this policy are contained in the UQ Recruitment and Selection Manual. The manual is intended to provide guidance for chairpersons of selection committees and other staff involved in the University's recruitment and selection process on how they might implement this policy.

The Recruitment and Selection Manual is not meant to constrain the chairperson of a selection committee from applying common sense and judgement, consistent with this policy and with best practice in recruitment and selection. Where Chairpersons depart from the guidance provided by the Manual, they must ensure compliance with this policy. Advice on the implementation of this policy may be obtained from the relevant Human Resources Officer.
