(1) This Policy provides the framework within which parking is regulated on University campuses and sites. (2) The University of Queensland Act 1998 authorises the control of traffic and parking on University land, according to the scheme approved by Senate. (3) The paid parking scheme was developed to manage demand for parking on University sites. The scheme provides safe parking for staff, students and visitors. (4) This Policy applies to anyone who parks on University campuses or sites. (5) Salary package vehicles, despite being purchased or leased by the University, are considered to be vehicles privately owned by the user (owner) for the purposes of parking. (6) University-owned vehicles that do not carry the University logo, but which are used by individuals to drive to and from work, are also considered to be private vehicles, and the person to whom they are allocated is required to purchase a parking permit. (7) University funds cannot be used to purchase parking permits or to pay parking fines. (8) The Vice-Chancellor is authorised by Senate to prescribe parking fees and charges for parking, parking areas and official traffic signs. (9) Provisions for the enforcement of traffic and parking regulations are included in The University of Queensland Act 1998 and the State Penalties Enforcement Act 1999. Infringement notices are issued and penalties attached to those infringements are listed in the corresponding section in the State Penalties Enforcement Regulation 2014. (10) The Chief Operating Officer provides governance for the University in relation to parking, traffic flows, public transport, cycling, bicycle storage, road safety, general campus access, disability access, planning for the development of future parking and the upgrading of current facilities. (11) The University established a paid parking scheme based on a system of permits on the majority of University campuses and sites. The paid system only applies during regulated hours. The purchase of a permit does not guarantee a parking space will be available. includes any land which for the time being is the property of the University or in its possession or under its control, together with any structure whether permanent or temporary on that land.
Valid permit
a current permanent or temporary permit which allows the vehicle in question to be parked in the relevant area, zone or space at the relevant time.
Vehicle
as defined under the Transport Operations (Road Use Management) Act 1995.
Zone
a place or places on a site set apart as a parking zone by the Vice-Chancellor or delegate.
