This policy provides information regarding the submission of research funding applications to external organisations.

3. Policy Scope/Coverage

This policy applies to all academic and professional staff seeking funding from external organisations through grant applications and research contract proposals. It also applies to UQ Higher Degree by Research (HDR) candidates seeking external scholarship support.

4. Policy Statement

It is a requirement of the University (and most external funding bodies) that applications for research funding be submitted through the administering institution’s research office (or equivalent) or a commercialisation company (eg. UniQuest, JKTEch). The University’s preference, and default process, is to administer research funding through UQ Research and Innovation (UQR&I). This includes legal review of contracts by the Research Partnerships Office (RPO) within UQR&I, should the research project be successfully funded.

5. Procedures

5.1 Submission of applications

5.1.1 UQ Research and Innovation will be responsible for applications where the research funding will support projects:

  • That are aimed at public good outcomes;

  • Where the results/intellectual property will be in the public domain;

  • Where the project results/intellectual property may have commercial potential, but the funding agreement governing the project does not deal with commercial rights beyond the “option to licence on normal commercial terms”.

5.1.2 Projects that meet any of the following criteria will normally be handled by UniQuest Pty Ltd, or one of the other University commercialisation companies, who may subsequently enter into a research sub-contract with the University:

  • Projects where negotiations are planned with another party for an agreement that would require UQ to take on non-trivial commercial risk or where UQ would be required to grant commercial rights beyond the “option to license on normal commercial terms”; or

  • Projects where the University commercialisation company can add value to the content or process including, for example, large scale multi-party initiatives requiring significant project management beyond the capacity of UQ organisational units; or

  • Where tenders or panel contracts are submitted direct to the funding provider by the University commercialisation company or projects demonstrated to have been initiated and developed by the University commercialisation company. This would include research contracted through a UQ start-up company or funding associated with a UQ technology licence.

5.1.3 In cases where the research involves a commercial or industry funding body, an applicant may need to negotiate directly with the organisation. Direct negotiations should be carried out in consultation with either the relevant Research Lawyer in the UQR&I Research Partnerships Office (RPO), Research Partnerships Manager, or one of the University commercialisation companies.

5.1.4 In cases where it is unclear which office should process an application or agreement, applicants should provide documentation to their Research Partnerships Manager (RPM) or to the Manager, Sponsored Research in the UQR&I Research Management Office (RMO) for a recommendation.

5.1.5 The University does not allow proposals for, or receipt of, tobacco industry funding.

5.2 University approvals

5.2.1 Research funding applications are normally signed on behalf of the University by the Director, Office of Sponsored Research or the Director, Research Analysis and Operations. Where funding applications are made by UQ Higher Degree by Research (HDR) candidates for external scholarships support, the Dean of the UQ Graduate School is normally the institutional signatory, except where post-award contractual terms are agreed at the point of signature. In such circumstances, the signing authority is the Director, Office of Sponsored Research.

5.2.2 Whilst some funding bodies allow direct online submission of proposals, applicants are nevertheless required to provide formal notification of the submission to the UQR&I Research Management Office in the case of staff applications, or the UQ Graduate School in the case of applications made by HDR students for external scholarships support. No prior commitment, oral or written, may be entered into by Schools/Centres/Institutes or individual staff on behalf of the University. The University needs to be aware of all contractual arrangements and the potential liability resulting from failure to complete, or inadequate performance under the terms of the project contract. The University also needs to be involved in contract negotiations to protect the Intellectual Property associated with the output of its staff and students. For further information, applicants should contact either the UQR&I Research Partnerships Office, their relevant Research Partnerships Manager, or one of the University commercialisation companies.

5.3 Certification by Head or Director of School/Centre/Institute

5.3.1 Applicants must consult with their Head of School/Centre/Institute prior to submitting an application to ascertain whether he or she is willing to host the project in their School/Centre/Institute. The University’s Funding Application Coversheet must be signed by the Head of School/Centre/Institute (or delegate) as evidence of support for the project.

5.3.2 In instances where the Head of School/Centre is an applicant, the relevant Executive Dean (or delegate) should sign the coversheet.

5.3.3 In instances where an Executive Dean or Institute Director is an applicant, the University’s senior officer to whom they report should sign the coversheet. The senior officer may delegate this responsibility.

5.3.4 Where a project involves Investigators/Researchers from more than one School, each relevant Head of School/Centre/Institute should sign the Funding Application Coversheet.

  • Except for major grant rounds where specified UQ internal closing dates apply, grant/funding applications should be lodged with UQ Research & Innovation at least ten (10) working days prior to the external (funding body) closing date.

UQ Research and Innovation maintains an electronic library of successful grant proposals from previous funding years. The Library contains applications for most ARC and NHMRC grants, as well as a variety of internal and external schemes. The Grants Library provides UQ researchers with a valuable resource for drafting and preparing research proposals.

To ensure the integrity of the applications, access is not given to the complete Library. Instead, this form is used to request specific applications. The more information you can provide in this form, the better we will be able to find a suitable application for you.

Please be aware that many areas of research have few or no applications available. This is because researchers in those areas have requested not to have their applications available through the Library. We urge you to include your own successful grant applications in the Library so that your colleagues can benefit from your expertise.

All applications available through the Grants Library were successful in obtaining funding.
