3. Policy Scope/Coverage

The policy applies to incumbents in the position of Executive Dean within the University.

4. Policy Statement

As a member of the senior executive group within the University, the Executive Dean is expected to contribute to its corporate mission, is accountable for the academic programs presented within the Faculty and for staffing and resourcing those programs to ensure their quality. The Executive Dean is also charged with ensuring that appropriately directed quality research is carried out within the Faculty or in collaboration with staff of other Faculties and the Institutes.

Acting in accordance with the relevant University policies and procedures, the Executive Dean will be a key representative of the Vice-Chancellor and of the University to the external community, in particular to the professions and disciplines represented within the Faculty.

5. Key Responsibilities

The Executive Dean is responsible, through the Provost, to the Vice-Chancellor, for the academic and administrative leadership and management of the Schools and Centres within the Faculty, to achieve the goals of the Faculty and to further the mission and strategic aims of the University.

5.1 Academic Leadership

The Executive Dean has overall accountability for the academic programs offered by the Faculty, including:

  • Ensuring the quality of teaching and the provision of effective learning services for students by Schools and Centres in the Faculty, in conjunction with the Associate Dean (Academic), and as set out in the University's Teaching and Learning Enhancement Plan;
  • Establishing and maintaining good relationships with current students and with former students as members of the Faculty's alumni;
  • Exercising of the relevant powers and responsibilities of Executive Deans as set out in the statutes and rules of the University.

The Executive Dean is responsible for:

  • Developing and implementing a clear mission statement for the Faculty and the strategic initiatives that must be taken to achieve those goals;
  • Ensuring that the Faculty achieves its objectives and key targets;
  • Providing academic and administrative leadership and general superintendence of the schools and centres within the Faculty;
  • Ensuring that the appropriately directed quality research is carried out within the Faculty and that the Faculty's Schools and Centres contribute to the University's goals in research in conjunction with the Associate Deans (Research) and as set out in the University's Research Management Plan.

5.2 Governance of the Faculty

The Executive Dean is responsible for:

  • Setting the strategic direction of the Faculty and for ensuring that appropriate operational plans have been developed at School and Centre levels to achieve the goals and specific objectives of the Faculty;
  • Ensuring that appropriate structures and mechanisms are in place for the governance of the Faculty including a Faculty Board, Faculty based program Board of Studies, a teaching and learning committee, a research committee, the Faculty Executive Committee and other consultative processes;
  • Ensuring that a plan is in place for the staffing profile of the Faculty and that the recruitment, induction, assessment, training and development and succession planning of all staff within the Faculty is effectively managed by Schools and Centres in accordance with relevant University policies for the approval of staff appointments;
  • Conducting the annual appraisal of direct reports including the Heads of Schools, Associate Deans, the Faculty Executive Officer, and the Directors of major Centres in the Faculty;
  • Ensuring the Faculty complies with University awards, statutes, rules, agreements and policies;
  • Ensuring the Faculty complies with equity and workplace health and safety policies;
  • Ensuring the Faculty's finances are managed responsibly and strategically within a budget agreed with the Provost, including:
    • Allocation of funds to the Schools, Centres and Faculty Office;
    • Appropriate budgetary processes for monitoring expenditure against agreed allocations to Schools, Centres and in the Faculty.

5.3 Representation to the External Community

The Executive Dean is the key representative of the Faculty to the external community and is responsible for:

  • Ensuring that the Faculty, Schools and Centres establish, maintain and enhance effective relations with government, the business community, the relevant professions, employer groups, students and their families;
  • Pursuing, in accordance with relevant University policies and procedures, appropriate avenues for increasing revenue from sources other than Federal Government operating grants.
